Construction costs (from a reputable Builder) in the Dumaguete/Dauin area of the Philippines range from $33 to $56 per square foot (18,000 to 30.000 pesos per square meter) for a new quality or top of the line luxury home.  Typical construction time is 4-5 months for a simple 800 to 1,200 ft2 home whereas it may take up to 12 months to build a larger luxury beach home.
